Terms of Use
1. What the service is, and isn’t
Emergency Response lets anyone in Zamboanga City send emergency reports with their location to the dispatch center, which assigns available responders.
It does not replace 911 or other emergency hotlines. Reports depend on your phone’s battery, signal, mobile data and GPS accuracy, and on responders being available. We cannot guarantee that a report will be received or answered within any particular time.
2. Your account
- Give your real name and accurate contact details so responders can reach you.
- Keep your sign-in secure and don’t let others use your account.
- Dispatcher, responder and administrator accounts are issued only by system administrators and may only be used for official duties.
3. Responsible reporting
Every report sends real people and vehicles out, and a false report can delay help for someone in real danger.
- Only report real emergencies, as accurately as you can.
- Don’t send prank, test, duplicate or deliberately misleading reports.
- If an emergency is over before help arrives, tell the dispatcher or responder.
Dispatchers can flag a report as false. Each flag is a strike on your account, and at 3 strikes the account is suspended. Suspended accounts can still send reports in an emergency, but dispatchers will see that the account is suspended. Knowingly false or malicious reports may also be referred to the authorities under applicable laws and local ordinances.
If you believe a report was wrongly flagged, contact us using the details at the end of these terms. An administrator will review it and can remove strikes or lift a suspension.
4. Identity verification
You may verify your identity by submitting a valid, unexpired government ID. Verification is optional and never required to report an emergency; verified reporters get a badge that dispatchers can see.
- Only submit your own ID. Submitting someone else’s ID, or an edited or fake ID, will lead to suspension and may be reported to the authorities.
- An administrator reviews each ID. If it can’t be accepted, we email you the reason and you can try again.
- ID photos are deleted after review. See the Privacy Policy for details.
5. Acceptable use
Don’t use the service to harass anyone, to report someone falsely, to upload unlawful content, or to interfere with or try to access parts of the system you aren’t authorized to use.
6. Location
Reporting requires access to your device’s location so responders can find you. Responders’ devices share their location with dispatch while the responder app is open. See the Privacy Policy for how location data is used and kept.
7. Availability and changes
We work to keep the service running at all times, but it may be interrupted for maintenance, network outages or events outside our control. We may update the app and these terms; continued use after an update means you accept the new terms.
8. Limitation of liability
The service is provided as a public-safety aid. To the extent allowed by law, Emergency Response Dispatch is not liable for losses caused by delays, failed delivery of reports, inaccurate location data, or service interruptions.
9. Suspension
We may suspend or remove accounts that break these terms, especially for false reports, fake or borrowed IDs, or misuse of official accounts. You can ask for a suspension to be reviewed as described in section 3.
10. Governing law and contact
These terms are governed by the laws of the Republic of the Philippines. Questions about these terms or your data can be sent to:
