Privacy Policy

Emergency Response is operated by Emergency Response Dispatch to receive emergency reports and dispatch responders in Zamboanga City. This policy explains what personal information we collect, why, who sees it, and your rights under the Data Privacy Act of 2012 (Republic Act No. 10173).
In a life-threatening emergency, call 911. Do not rely on the app alone.

1. Information we collect

When you create an account: your name, email address, and mobile number (if you provide it).

When you report an emergency: the type of emergency, any description you write, your GPS location at the time of the report, and the street address derived from that location.

If you choose to verify your identity (optional): the type of government ID, the last 4 characters of its number, its expiry date, a photo of the front of the ID, and a selfie of you holding it. Verification is never required to report an emergency.

If you are a responder: your unit details, availability, and your live GPS location while the responder app is open, so dispatchers can send the nearest unit and track arrival.

If you are a dispatcher or administrator: your account details and the actions you take on incidents (dispatching, status changes), with timestamps.

We do not access your contacts, photo gallery or files. The camera is used only when you photograph your ID, and citizens’ location is only read when you send a report.

2. Why we use it

  • To receive your report and send the nearest available responder to your location.
  • To show you the status of your report until it is resolved.
  • To contact you if responders need more information.
  • To keep incident records and produce anonymous statistics that help improve emergency response.
  • To secure accounts and prevent misuse, including false reports.
  • If you submit an ID: to confirm you are a real person, show dispatchers a Verified badge on your reports, and email you if your ID can’t be accepted.

Our lawful basis is your consent when you register and report, the protection of life and health in an emergency, and the public-safety functions of emergency response under law.

3. Who can see your information

  • Dispatchers and administrators see reports, reporter names, phone numbers and locations, and each reporter’s verification status, number of false-report strikes and any suspension.
  • Only administrators can view ID photos, through short-lived private links, while the ID is waiting for review.
  • The responder assigned to your report sees its type, location and description.
  • Partner agencies (such as BFP, PNP or the City DRRMO) may receive report details when they are needed to respond.
  • Service providers that run the system for us: Supabase (database, sign-in and private ID photo storage), Resend (sign-in codes and ID verification emails), OpenStreetMap Nominatim (turning coordinates into a street address), OpenRouteService (driving routes) and map tile providers (OpenStreetMap, Esri). These only receive what they need to do their job.
  • Cloudflare Turnstile runs an invisible security check when you sign in, in the app and on this website, to block automated abuse. It collects technical information about your device and browser for that check only. Its use is covered by Cloudflare's Turnstile Privacy Addendum.
  • Authorities when required by law, court order or a lawful investigation.

We never sell your information or use it for advertising.

4. How long we keep it

Incident reports are kept as official incident records for as long as required for emergency-response, audit and legal purposes, then deleted or anonymized. Account information is kept while your account is active. Responder location is overwritten as it updates; we keep only the latest position.

ID photos are deleted as soon as an administrator approves or rejects them. After that we keep only the ID type, the last 4 characters of its number, its expiry date, the decision and its reason, and who reviewed it and when. If a submission fails to send, the app deletes any photos it already uploaded.

When a report is flagged as false, we keep the flag, its reason and who flagged it with the incident record. Your strike count stays on your account until an administrator resets it.

5. How we protect it

Data is sent over encrypted connections. Access is limited by role: citizens see only their own reports, and only authorized staff can view the dispatch console. We review access and remove accounts that no longer need it.

6. Cookies and local storage

The website and app store a sign-in token on your device so you stay logged in, and remember your light or dark theme and sound-alert preference. We do not use advertising or tracking cookies.

7. Your rights

Under the Data Privacy Act you have the right to:

  • be informed about how your data is processed;
  • access a copy of your personal information;
  • correct inaccurate information;
  • object to processing, or ask us to delete or block your data, unless we must keep it by law (for example, incident records);
  • data portability;
  • file a complaint with the National Privacy Commission (privacy.gov.ph) and claim damages where applicable.

To use these rights, contact our Data Protection Officer:

9. Changes to this policy

We will post any changes on this page and update the date above. For significant changes we will notify you in the app.
